Transferring credits in New York

New York has NO statewide dual enrollment price and NO statewide tuition waiver. Education Law Sec. 319 and NYSED's new Part 101 dual enrollment regulations (adopted January 2026; partnership agreements due 1 September 2026, data reporting from 2026-27) govern partnership agreements, course quality and reporting only - NYSED expressly stated in its Assessment of Public Comment that 'dual enrollment funding is also beyond the scope of the proposed rule.' Per-credit charges are therefore set by each partner college and vary widely across SUNY, CUNY, independent and proprietary institutions; the 2019-20 Enacted State Budget authorized (but did not require) SUNY and CUNY to reduce or waive tuition for dual/concurrent enrollment students, and some districts pay the charge for their students. Programs such as Early College High School, P-TECH and Smart Scholars are grant-funded and free to enrolled students, but they are cohort programs with limited seats, not a statewide entitlement. Books/fees are not addressed statewide.

Who can enroll. Statewide there is no grade-level, GPA or placement requirement - eligibility is set by each partnership agreement between the P-12 partner (school district, charter school or BOCES) and the college. NYSED permits partnerships with accredited New York State institutions registered with NYSED (CUNY, SUNY, independent and proprietary), accredited out-of-state institutions with permission to operate with a physical presence in New York, out-of-state institutions authorized to offer distance education in New York (e.g. SARA), and certain other accredited degree-granting institutions acceptable to NYSED. AP and IB are explicitly NOT dual enrollment because students are not enrolled in college courses.
